The Service de police de la Ville de Montr\u00e9al (SPVM) publishes detailed <em>crime profiles<\/em> for each <strong>poste de quartier (PDQ)<\/strong>.<\/p>\r\n<p>This article is fully based on data from this page: https:\/\/spvm.qc.ca\/en\/Fiches\/Details\/Crime-profiles<\/p>\r\n<p>My goal as a data scientist is to make it easily accessible to my fellow Montrealers.<\/p>\r\n<p>Each profile reports:<\/p>\r\n\r\n<ul>\r\n \t<li><strong>Total crime rate<\/strong> \u2013 all Criminal Code offences per 1,000 residents<\/li>\r\n \t<li><strong>Crimes against the person<\/strong> \u2013 e.g., assault, robbery, sexual offences<\/li>\r\n \t<li><strong>Crimes against property<\/strong> \u2013 e.g., break and enter, theft, mischief<\/li>\r\n<\/ul>\r\n<p>Below is a synthesis of these 2021 crime profiles across many of Montr\u00e9al\u2019s PDQs, grouped into broad \u201cbands\u201d of crime levels. The goal is not to stigmatize neighbourhoods, but to provide a clearer, data-based picture of how crime varies across the island.<\/p>\r\n\r\n\r\n<hr \/>\r\n\r\n<h2 id=\"how-to-read-the-numbers\">How to Read the Numbers<\/h2>\r\n<p>All rates below are <strong>per 1,000 residents, per year<\/strong>.<\/p>\r\n<p>For reference, across the PDQs in this analysis, the <strong>typical total crime rate<\/strong> sits around <strong>37 crimes per 1,000 residents<\/strong>.<\/p>\r\n\r\n<ul>\r\n \t<li><strong>Crimes against the person<\/strong> average roughly <strong>11\u201312 per 1,000<\/strong>.<\/li>\r\n \t<li><strong>Crimes against property<\/strong> average around <strong>19\u201320 per 1,000<\/strong>.<\/li>\r\n<\/ul>\r\n<p>With that benchmark in mind, we can see which neighbourhoods sit well below, around, or well above that range.<\/p>\r\n\r\n\r\n<hr \/>\r\n\r\n<h2 id=\"1-neighbourhoods-with-the-lowest-crime-rates\">1. Neighbourhoods with the Lowest Crime Rates<\/h2>\r\n<p>These areas show the <strong>lowest overall crime rates<\/strong> in the dataset, significantly below the island-wide median.<\/p>\r\n<p><strong>Very low crime (roughly 16\u201319 crimes per 1,000 residents)<\/strong><\/p>\r\n\r\n<ul>\r\n \t<li>\r\n<p><strong>PDQ 01 \u2013 Baie-d&#8217;Urf\u00e9, Beaconsfield, Kirkland, Sainte-Anne-de-Bellevue, Senneville<\/strong><\/p>\r\n\r\n<ul>\r\n \t<li>Total crime rate: ~16<\/li>\r\n \t<li>Crimes against the person: ~4<\/li>\r\n \t<li>Crimes against property: ~12<\/li>\r\n<\/ul>\r\n<\/li>\r\n \t<li>\r\n<p><strong>PDQ 04 \u2013 Dollard-des-Ormeaux<\/strong><\/p>\r\n\r\n<ul>\r\n \t<li>Total crime rate: ~16<\/li>\r\n \t<li>Person: ~5<\/li>\r\n \t<li>Property: ~6<\/li>\r\n<\/ul>\r\n<\/li>\r\n \t<li>\r\n<p><strong>PDQ 03 \u2013 L\u2019\u00cele-Bizard, Pierrefonds, Sainte-Genevi\u00e8ve<\/strong><\/p>\r\n\r\n<ul>\r\n \t<li>Total crime rate: ~18<\/li>\r\n \t<li>Person: ~8<\/li>\r\n \t<li>Property: ~9<\/li>\r\n<\/ul>\r\n<\/li>\r\n<\/ul>\r\n<p>These West Island and suburban sectors combine <strong>low levels of violence<\/strong> with relatively modest property crime. In simple terms, these are among the statistically safest parts of the island based on 2021 data.<\/p>\r\n\r\n\r\n<hr \/>\r\n\r\n<hr style=\"border:0;border-top:1px solid #e5e7eb;margin:32px 0 22px\">\n<h2 id=\"2-below-median-but-moderate-crime-levels\">2. Below-Median but Moderate Crime Levels<\/h2>\r\n<p>The following PDQs show <strong>below-average overall crime<\/strong>, but not as low as the group above. They are generally in the <strong>mid-20s to mid-30s per 1,000 residents<\/strong>.<\/p>\r\n\r\n<ul>\r\n \t<li><strong>PDQ 45 \u2013 Rivi\u00e8re-des-Prairies<\/strong> (~26 total; ~9 person; ~16 property)<\/li>\r\n \t<li><strong>PDQ 09 \u2013 C\u00f4te-Saint-Luc, Hampstead, Montr\u00e9al-Ouest, NDG<\/strong> (~27 total; ~9 person; ~15 property)<\/li>\r\n \t<li><strong>PDQ 07 \u2013 Saint-Laurent<\/strong> (~27 total; ~8 person; ~18 property)<\/li>\r\n \t<li><strong>PDQ 26 \u2013 C\u00f4te-des-Neiges, Mont-Royal, Outremont<\/strong> (~30 total; ~9 person; ~19 property)<\/li>\r\n \t<li><strong>PDQ 10 \u2013 Bordeaux, Cartierville<\/strong> (~30 total; ~10 person; property rate moderate)<\/li>\r\n \t<li><strong>PDQ 05 \u2013 Dorval, L\u2019\u00cele-Dorval, Pointe-Claire<\/strong> (~31 total; ~9 person; property just over ~20)<\/li>\r\n \t<li><strong>PDQ 16 \u2013 \u00cele-des-S\u0153urs, Verdun<\/strong> (~34 total; ~12 person; ~20 property)<\/li>\r\n \t<li><strong>PDQ 27 \u2013 Ahuntsic Ouest<\/strong> (~34 total; ~10 person; ~22 property)<\/li>\r\n<\/ul>\r\n<p>In these neighbourhoods:<\/p>\r\n\r\n<ul>\r\n \t<li><strong>Violent crime is generally below or around the average<\/strong>, with a few pockets of concern.<\/li>\r\n \t<li><strong>Property crime is often what pulls the total upward<\/strong>, especially thefts and break-ins.<\/li>\r\n<\/ul>\r\n<p>For a resident or business, these areas are still relatively safe in a city-wide context, but targeted prevention around property crime can have a measurable impact.<\/p>\r\n\r\n\r\n<hr \/>\r\n\r\n<hr style=\"border:0;border-top:1px solid #e5e7eb;margin:32px 0 22px\">\n<h2 id=\"3-around-or-just-above-the-montral-median\">3. Around or Just Above the Montr\u00e9al Median<\/h2>\r\n<p>The next group sits <strong>close to, or somewhat above, the median crime rate<\/strong> of about 37 per 1,000 residents. This is where we begin to see a mix of residential and more urban, mixed-use areas.<\/p>\r\n<p><strong>Roughly 35\u201343 crimes per 1,000 residents<\/strong><\/p>\r\n\r\n<ul>\r\n \t<li><strong>PDQ 31 \u2013 Villeray<\/strong> (~35 total; ~11 person; ~21 property)<\/li>\r\n \t<li><strong>PDQ 42 \u2013 Saint-L\u00e9onard<\/strong> (~36 total; ~10 person; ~24 property)<\/li>\r\n \t<li><strong>PDQ 44 \u2013 Rosemont Est-Nord<\/strong> (~37 total; ~11 person; ~22 property)<\/li>\r\n \t<li><strong>PDQ 33 \u2013 Parc-Extension<\/strong> (~38 total; ~15 person; ~20 property)<\/li>\r\n \t<li><strong>PDQ 30 \u2013 Saint-Michel<\/strong> (~40 total; ~13 person; ~24 property)<\/li>\r\n \t<li><strong>PDQ 35 \u2013 La Petite-Italie, La Petite-Patrie, Outremont (3 streets)<\/strong> (~41 total; ~11 person; ~25 property)<\/li>\r\n \t<li><strong>PDQ 08 \u2013 Lachine, Saint-Pierre<\/strong> (~41 total; ~16 person; ~21 property)<\/li>\r\n \t<li><strong>PDQ 46 \u2013 Anjou<\/strong> (~42 total; ~12 person; ~29 property)<\/li>\r\n \t<li><strong>PDQ 48 \u2013 Mercier\u2013Hochelaga-Maisonneuve<\/strong> (~43 total; ~15 person; ~25 property)<\/li>\r\n<\/ul>\r\n<p>Here, the pattern shifts:<\/p>\r\n\r\n<ul>\r\n \t<li><strong>Violent crime<\/strong> is clearly higher in some sectors (e.g. Parc-Extension, Lachine, Mercier\u2013Hochelaga-Maisonneuve).<\/li>\r\n \t<li><strong>Property crime<\/strong> is particularly elevated in Anjou, Petite-Italie\/Petite-Patrie and Plateau-adjacent areas.<\/li>\r\n<\/ul>\r\n<p>These neighbourhoods often combine dense housing, commercial activity and traffic corridors\u2014conditions that tend to increase opportunities for both violent and property offences.<\/p>\r\n\r\n\r\n<hr \/>\r\n\r\n<hr style=\"border:0;border-top:1px solid #e5e7eb;margin:32px 0 22px\">\n<h2 id=\"4-high-crime-neighbourhoods\">4. High-Crime Neighbourhoods<\/h2>\r\n<p>At the upper end of the distribution, certain PDQs stand out with <strong>high or very high crime rates<\/strong>.<\/p>\r\n<p><strong>Higher residential crime rates (45\u201360 per 1,000)<\/strong><\/p>\r\n\r\n<ul>\r\n \t<li><strong>PDQ 39 \u2013 Montr\u00e9al-Nord<\/strong> (~45 total; ~18 person; ~22 property)<\/li>\r\n \t<li><strong>PDQ 49 \u2013 Montr\u00e9al-Est, Pointe-aux-Trembles<\/strong> (~46 total; ~17 person; ~24 property)<\/li>\r\n \t<li><strong>PDQ 38 \u2013 Le Plateau-Mont-Royal<\/strong> (~48 total; ~15 person; ~29 property)<\/li>\r\n \t<li><strong>PDQ 23 \u2013 Hochelaga-Maisonneuve<\/strong> (~58 total; person and property both elevated)<\/li>\r\n<\/ul>\r\n<p>These areas combine <strong>elevated violent crime<\/strong> (especially in Montr\u00e9al-Nord and Montr\u00e9al-Est \/ Pointe-aux-Trembles) with <strong>above-average property crime<\/strong>, particularly on the Plateau and in Hochelaga-Maisonneuve.<\/p>\r\n<p>For policymakers and community organizations, these sectors are natural priorities for targeted interventions, community programs and environmental design measures that reduce opportunities for crime.<\/p>\r\n\r\n\r\n<hr \/>\r\n\r\n<hr style=\"border:0;border-top:1px solid #e5e7eb;margin:32px 0 22px\">\n<h2 id=\"5-the-downtown-outliers\">5. The Downtown Outliers<\/h2>\r\n<p>Two PDQs stand in a category of their own:<\/p>\r\n\r\n<ul>\r\n \t<li><strong>PDQ 20 \u2013 Downtown West (Centre-ville Ouest, parc du Mont-Royal)<\/strong>\r\n<ul>\r\n \t<li>Total crime rate: around <strong>93 crimes per 1,000 residents<\/strong>.<\/li>\r\n<\/ul>\r\n<\/li>\r\n \t<li><strong>PDQ 21 \u2013 Downtown East (Centre-ville Est, \u00cele Notre-Dame, \u00cele Sainte-H\u00e9l\u00e8ne, Old Montr\u00e9al)<\/strong>\r\n<ul>\r\n \t<li>Total crime rate: roughly <strong>207 crimes per 1,000 residents<\/strong>.<\/li>\r\n<\/ul>\r\n<\/li>\r\n<\/ul>\r\n<p>These numbers are <strong>dramatically higher<\/strong> than residential areas, but they must be interpreted carefully:<\/p>\r\n\r\n<ul>\r\n \t<li>Downtown is not just home to residents; it also hosts <strong>hundreds of thousands of workers, tourists, students and festival-goers<\/strong> every day.<\/li>\r\n \t<li>Offences are concentrated around <strong>commercial strips, nightlife zones, large events and transit hubs<\/strong>.<\/li>\r\n<\/ul>\r\n<p>In other words, <strong>crime exposure here is driven by transient population and activity density<\/strong>, not only by the small number of people counted as residents in these PDQs.<\/p>\r\n<p><a href=\"https:\/\/montrealtips.com\/wp-content\/uploads\/2025\/11\/output-95.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-8147\" src=\"https:\/\/montrealtips.com\/wp-content\/uploads\/2025\/11\/output-95.png\" alt=\"\" width=\"1979\" height=\"1180\" srcset=\"https:\/\/montrealtips.com\/wp-content\/uploads\/2025\/11\/output-95.png 1979w, https:\/\/montrealtips.com\/wp-content\/uploads\/2025\/11\/output-95-300x179.png 300w, https:\/\/montrealtips.com\/wp-content\/uploads\/2025\/11\/output-95-1030x614.png 1030w, https:\/\/montrealtips.com\/wp-content\/uploads\/2025\/11\/output-95-768x458.png 768w, https:\/\/montrealtips.com\/wp-content\/uploads\/2025\/11\/output-95-1536x916.png 1536w, https:\/\/montrealtips.com\/wp-content\/uploads\/2025\/11\/output-95-18x12.png 18w, https:\/\/montrealtips.com\/wp-content\/uploads\/2025\/11\/output-95-1500x894.png 1500w, https:\/\/montrealtips.com\/wp-content\/uploads\/2025\/11\/output-95-705x420.png 705w\" sizes=\"auto, (max-width: 1979px) 100vw, 1979px\" \/><\/a><\/p>\r\n\r\n\r\n<hr \/>\r\n\r\n<hr style=\"border:0;border-top:1px solid #e5e7eb;margin:32px 0 22px\">\n<h2 id=\"6-violence-vs-property-different-crime-profiles\">6. Violence vs Property: Different Crime Profiles<\/h2>\r\n<p>Looking at <strong>crime types<\/strong> rather than just totals reveals different profiles:<\/p>\r\n\r\n<h3>Neighbourhoods with relatively low violent crime<\/h3>\r\n<ul>\r\n \t<li>\r\n<p>Saint-Laurent (PDQ 07), Rivi\u00e8re-des-Prairies (PDQ 45), C\u00f4te-des-Neiges \/ Mont-Royal \/ Outremont (PDQ 26) all sit <strong>below or near the average for crimes against the person<\/strong>, even when their property crime is closer to the median.<\/p>\r\n<\/li>\r\n<\/ul>\r\n<p>These could be described as <strong>\u201cproperty-crime-heavy but not especially violent\u201d<\/strong>.<\/p>\r\n\r\n<h3>Neighbourhoods with higher violent crime<\/h3>\r\n<ul>\r\n \t<li>\r\n<p>Montr\u00e9al-Nord (PDQ 39), Montr\u00e9al-Est \/ Pointe-aux-Trembles (PDQ 49), Lachine \/ Saint-Pierre (PDQ 08), Parc-Extension (PDQ 33) and the Plateau (PDQ 38) show <strong>notably higher rates of crimes against the person<\/strong> than most other sectors.<\/p>\r\n<\/li>\r\n<\/ul>\r\n<p>For public safety planning, this distinction matters: <strong>strategies that work for property crime (lighting, cameras, target hardening) are not always the same as those needed to address interpersonal violence (social programs, conflict mediation, policing presence, etc.).<\/strong><\/p>\r\n\r\n\r\n<hr \/>\r\n\r\n<hr style=\"border:0;border-top:1px solid #e5e7eb;margin:32px 0 22px\">\n<h2 id=\"7-what-this-means-for-residents-and-policymakers\">7. What This Means for Residents and Policymakers<\/h2>\r\n<p>A few key takeaways from the 2021 profiles:<\/p>\r\n\r\n<ol>\r\n \t<li><strong>Montr\u00e9al is not homogeneous.<\/strong> Crime levels vary significantly from one PDQ to another, even between neighbouring sectors.<\/li>\r\n \t<li><strong>Some suburbs and West Island sectors show consistently low crime<\/strong>, both violent and property-related.<\/li>\r\n \t<li><strong>Many inner-city neighbourhoods sit around the city median<\/strong>, with specific issues in either property crime or violence that can be targeted.<\/li>\r\n \t<li><strong>A handful of residential areas and the downtown PDQs stand out for higher crime<\/strong>, and need sustained, tailored interventions.<\/li>\r\n \t<li><strong>Type of crime matters.<\/strong> Simply looking at a single \u201ctotal\u201d crime rate hides important differences between neighbourhoods with mainly theft and mischief, and those with higher levels of assault or robbery.<\/li>\r\n<\/ol>\r\n<p>Used carefully, these PDQ profiles can support:<\/p>\r\n\r\n<ul>\r\n \t<li>More <strong>transparent communication<\/strong> with residents<\/li>\r\n \t<li>Better <strong>resource allocation<\/strong> for police and community organizations<\/li>\r\n \t<li>Evidence-based discussions about <strong>urban planning, social programs and
